About the Alliance
Mission
The mission of the Downtown Stockton Alliance (DSA) is to develop, promote and maintain historic Downtown Stockton as a regional business, cultural and entertainment destination.
History
The DSA is a public/private partnership uniting almost 1,000 property owners and downtown businesses. The DSA was incorporated in 1996 as a 501(c)(6) corporation and officially began operations in 1998. Funded by a Property Based Improvement District (PBID) which allows property owners to self assess on properties and a Business Improvement District (BID) which allows business owners to self assess their businesses, the Downtown District was voted into creation in 1997, renewed for a second five-year period in 2002 and most recently for a ten-year period in 2007 by the Stockton City Council with 84.6% of the property owners vote.

Emily holds a Master of Leadership at USC’s School of Policy, Planning and Development, a Bachelor of Science from San Diego State's Hospitality and Tourism Program, a Certificate in Fundraising Management from Indiana State and a Certificate in Negotiation from Pepperdine University. She has contributed to affordable housing development in San Diego, has acted as the project manager on more than 300 special events including two of the largest tourism development events in the world, Tasting Australia and Fiesta Cinco De Mayo, and has participated in economic development initiatives in Australia, Brasil and the United States. Emily oversees
business recruitment and government affairs to support downtown’s economic development goals.

Charisse has been with the Alliance since 1998 when she joined the Hospitality Team. She brought with her a vast experience in customer service and office administration. As a member of the Downtown Hospitality Team, she provided information and support to the area businesses and visitors and gained an in-depth knowledge of Downtown Stockton. Currently working as an Administrative Assistant, Charisse is responsible for office management and administrative support in all five service areas within the Alliance.

Nick Trulsson, Operations Manager, ntrulsson@downtownstockton.org
Nick is currently finishing an Associate’s Degree at San Joaquin Delta College.
As Operation Coordinator his job duties include supervising downtown Ambassador and Maintenance Teams. Among Nick’s duties are providing customer service to downtown visitors and businesses; coordinating with security, PD and stakeholders to respond to immediate and long term safety needs. Nick also oversees reporting on graffiti, dark areas, and criminal activity in downtown as well as coordinates power-washing and street cleaning services to downtown stakeholders. Prior to joining the Downtown Stockton Alliance he worked for the City of Stockton Parks and Recreation Department supervising recreational and entertainment activities. Nick has also spent extensive time managing events as a Safety Incident Supervisor at the Stockton Arena and supervised the youth at the After-School Programs.

Sylwia holds a Master of Arts in English Philology from the University of Maria Curie-Sklodowska in Lublin, Poland. She has over 12 years experience working in marketing and graphic design. She has created promotional materials for corporate, political, and educational entities as well as small businesses and artists. Currently she is responsible for design, layout and management of Downtown Stockton Alliance’s promotional materials, seasonal publications, as well as management of electronic newsletters, social media and website.

Guiding Documents
The DSA is guided by a management plan that provides for a comprehensive downtown maintenance program, an increased focus on business recruitment and retention, and enhanced marketing efforts to support developing retail and housing. A high priority will be the creation of a downtown Hospitality/Entertainment District, with increased security and marketing funded by a new assessment on hospitality businesses with extended hours.

Get Involved
The DSA was formed to provide representation to our stakeholders. There are several ways you can be involved to ensure the DSA is representing and responding to your needs.
- Board Meetings: The DSA Board of Directors meetings are held on the fourth Wednesday of each month, at 3:30 pm in the DSA offices at 343 E. Main Street, 1st Floor of the Cort Tower, Stockton, CA. - Community Safety Meetings: As needed, the DSA organizes Business Watch and Community Safety Needs that bring stakeholders and community safety representatives together to resolve issues and be proactive in creating a safe environment. - Stakeholder Communication Task Force: DSA board members serve on the Communications Task Force. Monthly community forums allow the stakeholders to express their needs to their board representatives. Call the DSA office, at (209) 464-5246, in advance for more information and to confirm.
