About the Alliance
Mission
The mission of the Downtown Stockton Alliance (DSA) is to develop, promote and maintain historic Downtown Stockton as a regional business, cultural and entertainment destination.
History
The DSA is a public/private partnership uniting almost 1,000 property owners and downtown businesses. The DSA was incorporated in 1996 as a 501(c)(6) corporation and officially began operations in 1998. Funded by a Property Based Improvement District (PBID) which allows property owners to self assess on properties and a Business Improvement District (BID) which allows business owners to self assess their businesses, the Downtown District was voted into creation in 1997, renewed for a second five-year period in 2002 and most recently for a ten-year period in 2007 by the Stockton City Council with 84.6% of the property owners vote.

Tim Kerr, Executive Director, tkerr@downtownstockton.org
Tim holds Bachelor of Arts degrees in History and Political Science from the University of California at Santa Barbara and a Masters degree in Public Administration from the Maxwell School of Citizenship at Syracuse University, NY. Tim has held a wide variety of management and executive positions in both city and county government. He brings nearly three decades of experience in economic development/redevelopment, budgeting, assessment district administration, personnel management and organizational development. Tim has served as City Manager/Redevelopment Agency Executive Director for 18 years in three Central Valley communities near Stockton. As Executive Director of the Downtown Stockton Alliance Tim is responsible for insuring that all aspects of the Downtown Stockton Alliance mission are implemented in a manner consistent with the vision of the Board of Directors of the Alliance. |

Emily Baime, Marketing Director, ebaime@downtownstockton.org
Emily holds a Bachelor of Science from San Diego State's Hospitality and Tourism Program, a Certificate in Fundraising Management from Indiana State and completed a Master of Leadership at USC’s School of Policy, Planning and Development. She has contributed to two of the largest tourism development events in the world, Tasting Australia and Fiesta Cinco De Mayo. Emily oversees special events, marketing, and community outreach
for
the Downtown Stockton Alliance and is part of the Celebrate Stockton Branding Team.

Mimi Nguyen, Economic Development Director, mnguyen@downtownstockton.org
Mimi holds a Bachelor of Science in Mathematics from the University of California at Davis and a Master of Business Administration in Finance from the University of California at Berkeley. Prior to her work at the Alliance, she was an intern at the City of Stockton's Office of Economic Development, the Stockton Asparagus Festival and the Law Offices of Craig Lee Corren. She joined the Downtown Stockton Alliance as Events Coordinator, and currently serves as the Director of Economic Development.
Mimi is responsible for recruiting and retaining a diverse, vibrant business mix in Downtown Stockton. |

Jennifer Krengel, Event Coordinator, jkrengel@downtownstockton.org
Jennifer holds a Bachelor of Arts in English Literature from the University of the Pacific and is completing a Master’s Thesis in Literature from Humboldt State University. She has over 7 years of experience coordinating special events, marketing and public relations. As an Arts and Entertainment Programmer at University of the Pacific, she contributed to guest lectures by Arch Bishop Desmond Tutu and Alice Walker. She currently oversees coordination of several event series, including managing the Downtown Farmers Markets, Pub CRAWLs, Taste of San Joaquin and 2nd Fridays Art Walk. |

Nick Trulsson, Ambassador Coordinator, ntrulsson@downtownstockton.org
Nick is currently finishing an Associate’s Degree at San Joaquin Delta College. As Ambassador Coordinator his job duties include providing customer service to downtown visitors and businesses. He coordinates with security, PD and stakeholders to respond to immediate and long term safety needs; oversees reporting on graffiti, dark areas, and criminal activity in downtown. Prior to joining the Downtown Stockton Alliance he worked for the City of Stockton Parks and Recreation Department supervising recreational and entertainment activities. Nick has also spent extensive time managing events as a Safety Incident Supervisor at the Stockton Arena and supervised the youth at the After-School Programs.

Guiding Documents
The DSA is guided by a management plan that provides for a comprehensive downtown maintenance program, an increased focus on business recruitment and retention, and enhanced marketing efforts to support developing retail and housing. A high priority will be the creation of a downtown Hospitality/Entertainment District, with increased security and marketing funded by a new assessment on hospitality businesses with extended hours.

Get Involved
The DSA was formed to provide representation to our stakeholders. There are several ways you can be involved to ensure the DSA is representing and responding to your needs.
- Board Meetings: The DSA Board of Directors meetings are held on the third Wednesday of each month, at 3:30 pm in the DSA offices at 343 E. Main Street, 1st Floor of the Cort Tower, Stockton, CA. - Community Safety Meetings: As needed, the DSA organizes Business Watch and Community Safety Needs that bring stakeholders and community safety representatives together to resolve issues and be proactive in creating a safe environment.
